TLC Requirements
All vehicles must only be licensed and authorized by the New York City Taxi & Limousine Commission (TLC).
Due to current TLC FHV licensing regulations in NYC, the TLC is exclusively granting new licenses for for-hire vehicles to those that are Wheelchair Accessible Vehicles (WAV) and participants of the SHL Pilot Program.

All Vehicles must be regularly inspected by the TLC at their BQE TLC – 24–55 BQE West Woodside, NY 11377 location.

Wheelchair Accessible Vehicle (WAV) drivers can make the most of their investment at Agape Transportation. WAV modification costs have doubled and tripled since 2018. Owner-operators and renters can earn upwards of $1,800 per week (before taking on wheelchair rides). WAV drivers are also exempt from the weekly 'Base Fee' charged by Agape.

Driver's can also partner with the city and join the Accesible Dispatch program providing WAV services on demand.
In January 2023 NYC Mayor Eric Adams shared his vision for an all electric taxi fleet. The TLC has embraced this vision and Agape is committed to partnering with drivers to make that transition as smooth as possible. EV drivers drivers are exempt from the weekly 'Base Fee' charged by Agape and are allowed up to 1 hour of free charging at our office each day.

Agape is the Best place for SHL Pilot License holders. As a Non-Emergency Medical Transportation (NEMT) Provider, all rides can be picked up and dropped off anywhere in the city, including the Yellow Taxi Exclusion zone.

"Beginning May 16, 2023 at 10am, TLC licensed drivers may apply for an SHL Pilot Program Permit and the associated For-Hire Vehicle License. These vehicles, distinguished by “P” markings, will test the viability of a license that cuts the costs of operating an SHL, while also eliminating the ability to receive street hails.
